Jacqueline Ceballos is a Cuban-born, Miami-based entrepreneur, mother, grandmother, and the visionary behind Petal Cartel by JC. Affectionately known as the Queen of Florals, she has earned acclaim for her elegant, emotionally resonant floral designs. Her work has been featured by luxury brands and at high-profile events, including Neiman Marcus, signature galas, and influential community engagements.
A proud multi-business owner, Jacqueline is also a partner at Milky Ways Cereal Bar, with locations in West Kendall and Palmetto Bay, where she merges creativity with nostalgia in a playful dessert experience.
In addition, she serves as a Director and Event Chair for the Out of Foster Foundation (OOFF), supporting youth aging out of the foster care system through advocacy and community programming.

You have built an incredible brand. Take us through from the beginning when you launched.
Petal Cartel by JC was born in 2017, when I followed the passion for floral design and bought my first store. What began as a retail flower shop on Bird Road in Miami quickly blossomed into something more. Less than a year later, I was honored to create floral designs for prestigious events like the Miami Dade College Hall of Fame, the Hispanic Chamber of Commerce, and the Out of Foster Foundation Gala, among many others.
Every arrangement is a reflection of my journey—rooted in creativity, community, and the belief that flowers have the power to transform any space into something unforgettable.

We take great care in listening, understanding, and bringing the bride’s dream to life—translating her vision into a breathtaking floral experience that becomes an unforgettable part of her special day.

Miami Women Who Rock has inspired me in so many meaningful ways. Since joining the CEO Circle, I’ve had the honor of connecting with incredible women—powerful, driven CEOs who continue to uplift and motivate me both personally and professionally.

You are a partner at Milky Ways Cereal Bar. Tell us why it is loved by your community.
Milky Ways Cereal Bar is loved by our community because it’s fun, creative, and brings people together. We blend everyone’s favorite cereals into milkshakes and ice cream, giving them a chance to enjoy something nostalgic in a new way. But more than just the treats, we care deeply about giving back. We’ve partnered with the Ronald McDonald House, Nicklaus Children’s Hospital, and foster care programs to support families and kids in need. Our community appreciates that we’re not just a dessert shop, we’re here to make a difference too.
Giving Back Through Purpose and Passion
You are the Director and Event Chair for the Out of Foster Foundation (OOFF) and Event Chair for Pink Luminous Advocacy Project. Why are they so important to you?
Out of Foster Fountains is a nonprofit organization that holds a very special place in my heart. For the past eight years, I’ve had the honor of serving as both Director and Event Chair, combining my love for floral design with a deeper mission: supporting young adults as they age out of the foster care system. Through our programs, we help them transition into independent, empowered lives—and being part of that transformation is one of my greatest joys.
Another organization close to my heart is Pink Luminous Advocacy. With this inspiring team, I’ve traveled to third-world countries, promoting early breast cancer awareness through the use of Pink Luminous devices. These life-saving tools allow us to educate and empower women in underserved communities with critical knowledge and access.
