She brings extensive experience spanning academia, the nonprofit sector, federal, state, and local government. With over a decade of service in state government under former administrations, Shelly has played a pivotal role in shaping policies that drive community growth and empowerment. On November 3, 2020, she made history as the first African American elected to public office in Montgomery Township, New Jersey, serving as Committeewoman before rising to the role of Deputy Mayor.

An internationally recognized speaker, Minister Bell has captivated audiences at women’s conferences across the globe and has served on mission fields in Athens, Greece; Eswatini (Swaziland); and Bulembu, South Africa. She is on a mission to ensure that no woman feels invisible or silenced by imposter syndrome. From the beginning of my career, my journey in public service and community empowerment is a powerful testament to resilience, purpose, and leadership. I have always had the sneaking suspicion that I was created for something better. Whether that was to achieve greatness or perhaps change history. I grew up in a metropolitan city as the oldest of three children of a single mother. My mother did the best she could and always taught me that I should value my individuality. This was very difficult for me, however, you see, I was born with hypertrophy, a condition when an organ or tissue degenerates due to cell loss. This caused my right foot and leg to be bigger than my left foot and leg. I found it hard to love myself because of this, and eventually anger, grief, depression, fear, and hatred defined who I was. The experience of being rejected, ashamed and not feeling good enough tarnished my soul. So, no matter where I worked, was involved in or the number of events or dinner meetings I was invited to, I played “small”. I allowed others to suppress my voice and always wore my emotions on my sleeve. 

The truth of the matter is that when we play small, we actually give others permission to do the same. 

On a hot summer day, I received a call from a friend inviting me to a women’s event hosted by Dress for Success. I accepted the invitation, said yes to their program “Steps 2 Success.” This program equipped women with the skills and information needed to be confident in themselves. This program gave me the knowledge, resources, planning tools and connections I needed and changed the trajectory of my life. I answered the call to step out of fear into faith. I consciously decided to start enjoying my life and liking me! I made a decision to return to college because I had the confidence to pursue my education, and I graduated with a BA in Psychology and Counseling. 

Having the right sisterhood was instrumental on my journey. Surrounding myself with professional women gave me the confidence to dream bigger and speak louder, gave me the confidence to ask for the promotion—and know I deserved it, to break through barriers I once thought was unmovable, to take risks, knowing I had a tribe that would catch me if I fell. Surrounding myself with spiritual seasoned women gave me the confidence to walk boldly in the calling God placed on my life, gave me the confidence to silence the lies of the enemy and stand firm in God’s truth about who I am. Lastly, it gave me the confidence to believe that faith and ambition can coexist—and that God honors both.

So, in 2020, I launched a successful campaign for the Montgomery Township Committee. I won a seat on the Township Committee and became the first African American to be elected. In 2022, I was appointed as deputy mayor by my fellow committee members. 

From stepping into the political arena as an elected official to becoming a passionate advocate for underserved communities, I have consistently used my platform to uplift others. With a deep commitment to civic engagement, I have championed policies that foster equity and inclusion while mentoring and inspiring the next generation of women leaders. 

Whether speaking in council chambers, organizing community initiatives, or simply showing up for my neighbors, my impact is both far-reaching and deeply personal. My work continues to be a beacon of hope, reminding us that true leadership is rooted in service

As a Child of God, a leader,  and advocate, I have worked at the intersection of politics, faith, and social impact. Through my initiatives—whether through Elect Women, my public speaking engagements, or grassroots efforts—I have focused on driving systemic change that uplifts women, entrepreneurs, and underrepresented groups.

Shaping Policies for Growth & Empowerment

During my time on the Montgomery Township Committee, I was deeply committed to shaping policies that fostered both growth and empowerment within our community. I worked collaboratively with my colleagues to advance initiatives that supported economic development, increased civic engagement, and prioritized the needs of all residents—especially those whose voices are often unheard. From enhancing local infrastructure to promoting small business growth and championing inclusive programming, every decision was guided by a vision of a more connected, equitable, and thriving township. My service was not just about governance—it was about creating lasting impact and empowering others to lead alongside me. My journey in public service is rooted in the belief that real change happens when people have access, opportunity, and support.

I had finally realized that playing small is a road to nowhere. We must own our strength.

Throughout my life, I have faced challenges that tested my resilience, reshaped my purpose, and deepened my faith. These moments were not just obstacles; they were divine lessons that strengthened my relationship with God and refined my mission to serve, uplift, and empower others. There are scriptures that are paramount to my life.

Challenges That Shaped Me

  1. Overcoming Doubt & Fear of the Unknown
    Stepping into leadership—whether in business, public service, or academia—has always come with uncertainty. There were moments when I questioned whether I was the right person for the task, whether my voice was strong enough, or whether my vision could truly create change. But every time doubt crept in, God reminded me that I was equipped for the work He placed in my hands. I leaned on Proverbs 3:5-6“Trust in the Lord with all your heart and lean not on your own understanding.”
  2. Facing Rejection & Setbacks
    Whether it was a business or idea that didn’t take off as expected, a door that closed before I was ready, or a plan that didn’t unfold the way I envisioned, I’ve had my share of setbacks. But I learned that rejection is often redirection and protection—a way for God to steer me toward something greater. Each setback became an opportunity to realign with His purpose, knowing that His plans are always better than mine (Jeremiah 29:11).
  3. Balancing Purpose & Personal Challenges
    Being a leader, servant and advocate often means carrying the weight of responsibility—not just for myself, but for those I serve. There have been times when exhaustion, frustration, and personal struggles made me question if I could keep going. But these were also the moments when I felt God’s presence the most. Through prayer, reflection, and surrender, I learned to let go of the need to control everything and trust that His strength would sustain me (Isaiah 41:10).

Pivotal Moments That Strengthened My Faith

  1. Starting My Journey as an Advocate & Leader
    The moment I stepped into the political arena advocacy—I realized that this work was bigger than me. It was a calling. Every event, initiative, or platform I’ve built has been God working through me to create impact. Knowing that I am a vessel for His work has strengthened my commitment to faith-led leadership.
  2. Creating Space for Women’s Empowerment
    Hosting discussions, conferences like Fix My Crown, and initiatives that amplify women’s voices has been a pivotal part of my purpose. Seeing women find their strength, their confidence, and their faith through these experiences is a constant reminder that when we uplift others, we are fulfilling God’s mission for us.
  3. Realizing That Success is Rooted in Surrender
    One of the biggest lessons God has taught me is that success isn’t just about hard work—it’s about obedience. There have been moments when I had to let go of my own plans and trust that God was leading me toward something greater. Every time I surrendered, I saw doors open, opportunities align, and purpose revealed in ways I never expected.

Each challenge, setback, and triumph has deepened my faith and reminded me that I am never alone in this journey. My relationship with God is not just about seeking Him in difficult moments—it’s about walking with Him daily, trusting Him fully, and knowing that everything I do is for His glory.

Greatest Lessons from My Journey

Throughout my journey as a leader, entrepreneur, advocate, and changemaker, I’ve encountered both triumphs and challenges that have shaped my perspective and strengthened my purpose. Here are some of the most profound lessons I’ve learned along the way:

1. Purpose is Greater Than Position

I’ve learned that true leadership isn’t about titles or recognition, it’s about impact. The most meaningful work comes from serving others, creating opportunities, and making a difference in people’s lives. Purpose is what sustains you when challenges arise, and it’s what keeps you moving forward even when the path is uncertain.

Lesson: Chase purpose not positions. When you focus on serving others, success follows.

2. Embrace Fear and Take the Leap Anyway

Fear is often a sign that you’re stepping outside of your comfort zone—and that’s exactly where growth happens. Whether it’s launching a business, speaking on a big stage, or advocating for change, I’ve learned that fear doesn’t mean stop; it means go with faith.

 Lesson: Courage isn’t the absence of fear—it’s moving forward in spite of it.

3. Failure is a Setup for a Comeback

Some of my greatest breakthroughs came after my biggest setbacks. I’ve had ideas that didn’t take off, business moves that didn’t go as planned, and moments when I felt like giving up. But every failure was actually a redirection to something greater. God never wastes experiences—He uses them to prepare us for the next level.

Lesson: Every setback is a setup for something bigger. Trust the process.

4. Your Network is Your Net Worth

Success isn’t just about what you know—it’s about who you surround yourself with. I’ve learned that collaboration, mentorship, and community are key to reaching new heights. Relationships open doors that hard work alone cannot.

Lesson: Build meaningful relationships. Support others, and they will support you.

5. Authenticity is Your Superpower

Trying to fit into someone else’s mold is exhausting. The moment I embraced my unique voice, story, and style, opportunities started aligning naturally. People connect with realness, not perfection.

6. Faith Over Everything

I’ve faced moments where the vision seemed too big, the obstacles too great, and the journey too overwhelming. But through it all, I’ve learned that when I trust God completely, He always provides a way. Faith has been my foundation, my anchor, and my guiding force in every decision I make.

Being a co-author in the upcoming anthology, Voices of the 21st Century, was an opportunity I couldn’t pass up. This book is a powerful collection of authentic, bold, and transformative stories from women who are shaping the world with their voices, leadership, and resilience.

For me, this wasn’t just about telling my story—it was about helping others break free from the silent struggles that hold them back. My chapter, Conquering the Silent Saboteur of Imposter Syndrome,” speaks to one of the biggest internal battles that many high-achieving women face.

I wanted to contribute to this book because:
Representation matters—Women need to see that they are not alone in their struggles.

A Glance Into My Story: Conquering the Silent Saboteur of Imposter Syndrome

Imposter syndrome is a whispering voice of doubt that sneaks in when we are stepping into greatness. It says:
“You’re not good enough.”
“You don’t belong in this room.”
“They’re going to find out you’re not as capable as they think.”

For years, I carried this silent saboteur within me—even as I led organizations, spoke on stages, and built businesses. No matter how much success I achieved, there was always that lingering fear that I wasn’t truly worthy of it.

But here’s what I discovered: Imposter syndrome is a lie. It is a conditioned response to stepping out of our comfort zone and into uncharted territory.
